Foreign Office, November 8, 1906.
I am informed by the Hong Kong branch of the China Association that a further piratical attack has occurred on the West River. It appears that the "Freeman," flying the British flag, was the object of the attack in question.
In my despatch No.302 of the 3rd September last I authorized you to make certain suggestions to the Chinese Government on the subject of these attacks. I should be glad to learn if you have taken action in that matter, and, if so, what the result of your action has been.
It is necessary that the present state of lawlessness on the river should be put an end to, and you should not cease to press the matter upon the Chinese Government with that object in view.
